HP500 Heads and goofy rocker...???

HP500 Heads and goofy rocker...???
On my 99 HP500, one of the rocker rollers is about 50% on the valve stem tip. What would cause this? The rocker stud is not bent, neither is the pushrod. Guide plates are not interfering, so bent valve?

i was setting lash on my friends stock car engine last week and found this problem,,i chucked them up in the lathe and took a .002 off them it freed them up and the rockers went center..

Except this is an inner rocker. No cover clearance issues pushing the rocker. Cover off, rocker installed and valve lashed the roller is half on and off the valve tip.

blew a head gasket, so couldnt do a leak down, but did the old water in the chamber test, no leaks there. The heads are going out to be conditioned while they are off, so if there is some hidden damage, it will be found.
I am going to inspect my locks. maybe order a new set.

Im assuming these are the correct guides, what about rocker studs? I would measure but I am not near the heads at the moment. Not sure the height of the stud.
