Default Silicon on bravo transoms or not

Installing some new transoms and wondering if people use silicon to seal with a good seal or just the seal.

New seal and just spot glue the rubber foam seal to the housing to hold into place. I do use 5100 on the two lower bolts and rubber seals that go on the bolts to seal the transom better.
