Default Lazy RPM on 396 stroker chevy

I rebuilt my Magnaflow cam driven water pump with a new shaft, bearings, and seals. Now the engine is slow going to max rpm. Any Ideas on what to check?

How bad was the impeller? Do you have mufflers?

The cam is at 0, impeller is perfect just had to replace the seals inside. No mufflers dry Gil exhaust
