Baja 232 Voltage Issue

Baja 232 Voltage Issue
1999 Baja 232 502mag
I'm having voltage issues with my boat.
-Voltage gauge reads 10v with key on
- Use of trim tabs/trim/silent choice switch will turn off the radio
- Battery's take a charge well with a ctek 4.3 charger, no error messages, charge up fine
- Battery's show 12.75-13v with a multimeter
- Battery switch shows same voltage
- Fuse panel shows 12.5-13v
- Guage leads show 10v on multimeter when key is on.
- Connections at battery tight and clean
- Battery history is unknown, its a new boat to me.
off of idle, voltage on gauge comes up to about 12.5v
Seems like I am getting good voltage from battery, switch and fuse panel. At dash it falls off, or the engine electronics are drawing alot when turned on.
Is the fuse panel up stream or down stream from the dash/switches?
Any ideas?

Update-
Replaced Batteries with 2 new Exide Edge AGM batteries (amazing BTW). Showed some improvement but not great.
Stared checking voltage and connections on fuse panel. Although they looked all tight and clean, I pulled off the fuse panel feed to the dash and roughed it up and gave the connector a light squeeze and that corrected the issue!
So check your fuse panel leads, even if they appear to be snug and clean!
