Default Roots blower top pulley not lined up with crank

Just set my new 14-71 on top of my motor tonight and noticed that the top pulley is about 2 inches off center of the crank pulley. Is this normal?

Are you talking front to back or side to side??

because the snout on a roots blower is offset and lined up with one of the rotors.
