Question Exhaust plumbing

CMI Headers,
Could someone explain why some headers have water plumbed to both the top & bottom of the header and others just to the bottom?
I am about install a set with Silent choice on HP 500 motor that I have rebuilt & was wondering which was the best way to plumb the water lines.
