Default Dumb question about engine building?

Is it wise to use lock tight or never sieze when putting together engines also what about using lockwashers? I have noticed that lock washers are used on some parts and others dont have any

I think the only bolts I use Locktite BLUE on are the bolt or stud that holds the oil pump onto the block and the rocker arm studs.
OH almost forgot-- The bolts that hold the cam gear to the cam. The other bolts inside the engine are torqued down so they wont come loose unless something is way wrong. Any bolts not torqued down that are inside the engine should not have lock washers and should have Locktite blue on them. NEVER use lock washers inside an engine-- They tend to split and the halves fall off.
