I'd check all thru hull fittings.

Also look at shifter boot & y-pipe o-ring seal.

Your outdrive is probably leaking from the pivot shaft at the top of the drive. There is a seal there that is hard to get to/see.
To check this out put the boat in the water and then look inside the boat at the area just above where the shaft goes thru the transom. If you see water here then that is your problem. It can be fixed on the boat but the best way is to remove or replace the transom assy. I have to do this to my boat next week.

If it's leaking past the steer shaft seal,
you should be able to look in around the tiller arm
area and see leakage.
leakage from the shift cable bellow and the y-pipe are harder to
see inside the boat.
I just got done fixing a boat that had both
the loose y-pipe bolts and a torn shift cable
bellow.
but if I was going to bet, I'd say shift cable
bellow.

i had the same problem last season. I must have pissed someone off because they kept cutting my shift boot (bellow). had to replace a few of them and it gave the same results.

If you put your drive up and look on the right hand side (facing the drive) you will see the shift bellows (acordian looking boot). it is about 5 inches long and 7/8 inch diameter. check for tears or holes in it.

If you have a leak in the intake water (cooling) plumbing, it will only leak while the engine is not running. Negative pressure is created when engine starts. Would suck air in when engine is running. Could even cause a temp problem, but generally not.

On the hole plugs and tiller arm seal, make sure these items are actually under the water line when the boat is in the water. Many boats are not.

I have the opposite problem. No water leak when the engines are off, but leaks while running. Maybe mine is on the pressure side of the water system. I keep searching.
