Default Bravo top cap torque?

Im in the process of installing an Innovative Marine drive shower. How many pounds of touque should I tighten the top cap bolts back to? Should I use Lock Tite or just thread them in bare?
I also have to replace the back cap with the bracket for my IMCO hydrolic steering. Are these the same torque numbers?

Per my Merc service manual:
both top and rear caps, 18-22 ft lbs.
I have never used loctite on them. No problems.
