Default New paint job advice

I have an 89 223LS that is in great shape. The upholstery has all been re-done and looks good. Now I just have to figure our a way to get the ugly factory paint scheme off of there. It is the original pink, teal and black. I have read all the posts on the best way to paint boats and I still don't know much about it.

I would like to have the entire boat painted white then put my own vinyl graphics on. Does anyone know how much it would cost to have someone take the old paint scheme off and paint it white? Is it something that I could do myself? Also do you put the gel coat / clear coat on before or after you put the vinyl graphics on? If anyone has any advice on this I would love to hear it. I can handle the engine problems but I suck at this cosmetic stuff. Thanks!
