Cool 502 Mark Vi Bare Block Bypass Valves

Getting started on a Mark VI 502 bare block to build a HP 500.

Block does NOT have any bypass valves.
Should I plug the 2 remote cooler holes and install a bypass valve w/30lb spring on the oil filter boss?

What is the best way to plug remote filter holes?

Mine have pipe plugs in them. The part number for the 30# valve is 25161284.
