congrats on the boat. i have a 1990 liberator with a 350 small black. its a real nice lookin boat but its heavy. depending on the year omc had used a spitefire ignition which is hard to change. i was told not to change it by many people. i could be wrong but from what i was told, its not good to change. i sure with much on the ford motors but i do have a manuel so if you have an questions i will try to help and again congrats with the boat.

Agreed. Those Liberator's are built like tanks, but unfortunately, that also means they're heavy.

if it has a cone clutch type drive, you can put more power to it but if it has the "King Cobra" dog clutch type drive, be very very careful. They EXPLODE real good.

Congrats on the Liberator, I love mine. My book says the 89' 460 (7.4L), is a point type ignition. Plugs use a .035" gap, points are .018" (29 dwell), and timing is 10 BTDC. You probably have the shift assist module, which breaks up the spark to lower the RPM to ease shifting into or out of gear. The earlier Cobra drives had the shift dog problems. Yours is a later one. One of the most important things for drive health, is to make sure your transom shift cable (The red one), is good and adjusted properly. If there is any hard shifting, it needs to be fixed right away. I have the complete procedure if you need it. As far as performance improvements? Electronic ignition upgrade (shift assist module compatible), Holley carb, Intake manifold. I don't know if they make better exhaust for that engine. Short of tearing the engine down, I don't know if there are many bolt-ons for that engine. I'll ask my friend, he's an OMC dealer/ mechanic. Tell your Brother in-law to enjoy it, it's a great boat.

By the way, Full throttle RPM range is 4,400 - 4,800 rpm. (According to the book)

I had an 88 211 Liberator wih a 460...then bored and stroked to 540 ...boy was that a fun ride. Also had the earlier style King Cobra. 625 hp and no problems. I just listened to a couple of OMC mechanics...no straight arm hole shots and watch catching too much air .
I had the boat 7 years and really enjoyed it. It was more solid than the Formula I have now .
