Default K-Plane Hydraulic Question

Am getting near the end of recovery from severe electrolysis damage and of course another one has come out of the wood-work--

Haven't got K-Plane hydraulics hooked back up yet but mechanic is saying that since they seem "frozen" in place with lines disconnected there must be bad cylinders--more damage from electrolysis.

On older K-Planes (1987) are the cylinders valved to prevent motion unless pump operates them--or in fact are mine really seized and need replaced?
