It is neither yet. He is purchasing parts now, it will be a 540 cu with the best parts $$ can buy. He wants to keep the reliability high, compression low and doesn't want something that can't idle through the harbour. He would like to see 80mph as well...

most stock 25 OL come with 24`Bravo 1 Props
If you want to get 70 MPH just below the rev limiter at 5100 RPM - this would result into a Prop slip of just 6 % - possible ??

???? The 24 Bravo is probably the worst prop you can use on a 25 Outlaw... To much stern lift witch is really bad for that hull
My labed 23 mirage plus is now more likely a 24", add one inch for the cup = +/- 25". With 1.5 gear ratio will run right at 70 mph with +/- 10-13 % slip.

Possibly Baja Marine would rather list the low number and have boats be faster than advertise the high number and have complaints up the azz. Can only speak from my experience.
