Assuming the 454 is a mag, you should have about 365hp. I would only put the appropriate turning prop on the boat.
With the 23p 3 blade, what were your RPM's and top end numbers? The 4 blade will definitely help you hook up and take off. It is just going to be a matter of the 26 being too much prop for the motor to spin.
As far as the tabs, they will help getting you on plane quicker, but you should really start to dial in the correct prop first.
Just let us know your RPM's and Top Speed at WOT and the knowledge on this site will guide you the rest of the way.
