The ones on my 302 are mounted with bolts and hurricane nuts from the underside of the gunwale. Assuming you have access to the gunwale from the underside of that piece, you should be able to reach behind it and feel the bolt(s). But I obviously don't have the same boat as you...
If that's not the case, I would think you may have to remove the molding above it with the 'oh $ht' handles and / or the speakers to gain access to the back of that panel. Either way, I'd bet money (OK, not a lot) it is through bolted from behind.

You have to remove the speakers and cup holders. You have to reach in behind the panel and remove some 7/16" lock nuts and fender washer. The panel has threaded studs attached to it and slide through holes in the fiberglass then attach by nuts on the backside. My H2X has 4 studs on each panel. hope this helps.
