K plain trim tab problem

I have a 1984 Avanti 22 and have a quick question about the trim tabs. They seem to be coming down about a 1/4 way down by themselves. If I try and move them by hand they do not budge at all. I do not believe they are being activated by the switches at all neither as they will come down even with the battery switch off. The other day we went out and before we put it in the water I put both tabs all the way up. That day I used the left one to level the boat out but did not touch the right switch at all. When I pulled the boat out at the end of the day the right one was about even with the left, looks like it came down about a quarter of the way by itself. It may just be a problem with just the right side also. If the boat sits on the trailer it seems like they do come down a bit also by themselves. Wondering if anyone else has had this kind of problem before?

The pumps have check balls in them, usually when they gum up or get dirty they doi not seal well, if you are mechanical you can take the pump body apart and clean it, but be careful, there are springs and they will fly!

I had to clean mine last year..same issue, takes time but not bad to do..
