Default Oil change in 9.9 4-stroke Mercury Outboard

I know this is not a high performance question but I am sure many of you have a little "kicker motor" to get you out to where you anchor your boat. I went to get my "little Merc" ready for winter here in the Pacific Northwest. Flushed it with the "pink stuff" and changed the drive oil,but when I went to drain the engine oil (all 28 oz) no oil came out. The motor was warmed up with about 20 minutes on the hose. I tilted it up and turned it on its side just the way it said to in the owner's manual (of course the oil plug on the side of the motor was removed as well as the oil fill plug). Still no oil. The dipstick shows that it is full. Oil looks like new as I have only about 4 hours total since new. The manual warns agains using a suction pump. Any ideas guys or gals?
