I made a hose to bypass the steering actuators. Connected the line between the actuators and turned the steering wheel till all air was purged. That way the lines in the boat were good. Then hooked up the steering actuators.
Turned wheel till it locked out. Cracked the line and bled out the actuator like you do car brakes.
Then checked and topped off fluid level next few times I took it out.
