Sports Master how to measure

Looking at a set of sports master lowers. They are telling me they are one inch shorties. Are they marked or how do you measure to see if they are really - one inch. I measured from the bottom of the sceg to the top of the lower and it was like 18" on the prop side and the thick flange where it bolts to the upper is 3/4" thick. Center prop shaft to top of lower 8 1/4"
