Tom, you could always put a Pulse Drive on there.
X power drive has a nice web site, the owner is great on the phone, but hard to find anyone running them!

I have the same problem, pulled motors out this year for rebuild, and did new evrything, figured problem would go away, but still the same, low rmp, not a problem, sitting not a problem, but running at a good pace, I take on just a little bit of water!
