Default bravo 2 stuck in forward gear

I've searched a few posts, but haven't found exact symptoms. My drive will periodically hit neutral and reverse, but it mostly runs in forward wherever the shift lever is. Shifting by hand (cable) is the same. Sometimes I can find neutral and reverse, but most of the time, the drive stays in forward. What do you think is broken? Lever, cone, etc? As the drive will hit neutral and reverse once in a while, it seems like it shouldn't be "welded" right?

I bet it is a broken cable

Pull the back cap off. That will tell you if the cable is functioning properly.. There should be a solid connection betweent he shift lever and the shift rod the actuates the shift fork cam.
