Mine have both. Just the way it came new.
If your boat doesn't stay in the water, really don't need anything. If it does stay in, best to use a silver/silver-chloride (Ag/AgCl) reference electrode to check the protection if you really want to be sure. With that said, over protection, as well as under protection, is to be avoided too.
