Oxidized aluminum, prep to paint?

What is the best way to prep this oxidized/dirty aluminum that is exposed after stripping my swim platform. Should it be sanded or is there some sort of chemical that will clean it up?

Glass bead or triple ooo sandblast , blow dust off and Epoxy primer then single stage paint . Follow these steps and you will have zero issues
