Like everything, it all depends on the quality of prep work, application, and materials used. When powdercoat chips it exposes the underlying bare metal to corrosion, then it generally starts to flake as the corrosion slowly eats under the edges of the chipped spot.

With primer/ paint, the paint itself might chip but the epoxy primer thats under it is tough as nails and the paint is easily touched up.

Actually they are a step.. If you look at the boat they are mounted higer than the transome.

I will agree 100%. But given PROPER prep powder is tougher.

The Imron will be fine without clear coat. But I suggest putting some 2021 clear over the concept to make it some what durable as the imron. Imron is what I would suggest using. However it is the worst paint in the world to breathe, so be careful. Painters are only supposed to do 3 paint jobs with that per year. Tells you how volitile ployurathane enamel is.
