Default Sealing holes drilled in transom/hull

I will be adding external steering this winter I need to drill holes for brackets and hose fitings. After I drill the hole I want to seal the wood with a paint or gel cote before I run bolts or hardware through the transom I will seal bolts and hardware with a silicone sealant I just want to make sure exposed wood is permently sealed if silicon fails. My question is what are people using to do this with the best results and longevity

Use an epoxy resin for the wood, any hardware store will have it, then use 3M 4200 for the brackets and to seal it up.
