Yup,scuffing the bottom causes water to stick to it,thus making a water to water contact,but that is if your squeezing every little bit you can out of your hull,makes for cleaning the bottom harder if you use your boat a lot.on my little drag boat I painted the bottom with graphite paint,not pretty but supposed to be fast.

Even best case scenario, the wax's benefit is marginal at best. All your benefit is going to be looks and the practicality of a clean hull.

If it were a woman, would you prefer a clean bottom or a dirty bottom?
I think clean is the better option.
