Id say it is a kicker used for shallow water. Probably got tired of banging up his hydromotives or mudding up his coooling system.
Personally Id find anoth marina or take up cars before I would consider doing something like that to a boat.

It's a trolling motor. A lot of larger boats use a setup like that for trolling. They must like to fish.

It is not right, that is what it is!
I'm surprised he doesn't have "Doelfins" on the drives. What a PUTZ! Revoke his boating in public privelages at once!
