I believe you are mistaken. I believe it is Cigarette's policy not to sell a boat unrigged or without factory installed power. However, there are exceptions to the rule, such as race boats and/or special projects.

This is how I see it with a Lip-Ship Edition Cigarette. Phil is like no other dealer when it comes to building you a boat or selling you one of his pre-owned boats. Phil is like a general contractor during the the building process of the boat, he over sees everything at the factory while your boat is being built, and he is always improving the quality of the boat by designing and innovating things with Cigarette for us "THE CUSTOMER".
Phil tests the boat (props - drive height - etc.) until it is pefect and you are satisfied! He has built relationships over the past 20 years with people in the boat business that he uses on a daily basis (TNT - Zul - Cigarette - Mercury) to help improve our boats "Lip-Ship Editions", it really does not get any better than that in my eyes! Lip-Ship Performance is not for everyone but you should give it a try and see how it compares to other Cigarette dealers, I am sure you will notice the difference!

Many of Phil's earlier option combinations became Cigarette's standard bill of fare. Hydraulic steering with bigger engines, carbon fiber reinforcements on the tops of the forward stringers, half and quarter cabins, graphics in the upholstery and dash panels that carry through the paint designs, etc.

...and that's bad thing???? consider what you're getting. the "phil-upgrade" is, in my opinion, the only way to go.
