I have grounded the tank to the trailer and then have the trailer electrical grounded to the vehicle.

O.K.
Preasurizing the tank the way I stated above is a bad idea - I'll stop being so lazy and dumb. Is there anyway to pump gas from a gas caddy other than using old fashioned gravity. Maybe a hand pump that doesn't pressurize the tank?

InXS, Your only half way there in grounding the tank to the truck. The tires on the truck/trailer will isolate it from the earth. The tires will generate static as it drives down the road. You need to ground the truck/trailer to an electrical earth ground before discharging fuel.

I used to work a general aviation airport pumping fuel. We grounded the fuel truck first to an earth ground, then attached a ground wire from the truck to the aircraft. The fuel hoses had ground wires built in too like yours.
