Cleaning up transom

I have started to clean up the transom on the 357 I just purchased. What is the best way to get silicon off the gel? I have a lot of cleaning ahead...Any suggestions

Here is what I am starting with

Razor scraper, then try laquer thinner. Silicone is a b1tch.

3M wheel for removing decals works well and wont hurt gel...

I ground out all the screw holes and pluged a few larger ones then covered with Marine Tex. Lots of sanding to do now. I also took some 800 Wet sandpaper to the mufflers and got them cleaned up better. still need some work but my sanding arm has give out...
