That boat was a pace boat at the Washington SBI Races last year. Its the one on the right in this pic.

He runs that boat out of the outerbanks NC. "The graveyard of the atlantic" :D I heard he's got 4 300 optimax on it now.

The boat isn't that high out of the water. You can see the shadow about 2' below the bow and you can see the wave it just launch off from just out of frame. I don't think it's photoshoped.
