That is what I was thinking as well Ron P- no steps in the portion of hull still in the water then they would go the same speed.
I used last 2 feet because that was the example given- I took it as it is more for sake of discussion than the boat being 95% out of the water.

It does seem then that the pad has more to do with top speed then the steps

I know a guy with a non step 2000 35 Cig with 500's, mine is a 2001 35 Cig twin step and 500's, i'm 10 mph faster on top end........

Since your boat has steps does that make is so you end up having less boat in the water at top end?
His "last 2 feet" is really say 8 feet and your "last 2 feet" is really say 4.5 feet which in turn creates less drag and more speed?

That's where I'm still getting confused. Once a boat is riding aft of its steps, I'm not sure where the "extra" top speed comes from. That's why I inititally asked T2X and FeverMike, who obviously have conflicting points of view, to explain it.

And I used "last two feet" just for the purposes of comparision. You could just as easily say "last six feet" or "last eight feet." The point was to compare the boats equally all around, even when it comes to wetted surface.

A pleasure boat with stock 500-525 even up to 700hp's still rides in smooth calm water with just the tip of the back step in the water. How many of you get a change to ride in water like this? None to not many! So the steps still help in speed. The pad on the V hull is really helping in a senario like this obviously.
None of us are Hydrodynamic engineers here on OSO but it sure would be awesome if one of the industries top boat hull designers came on OSO and spoke with us.
