There must be a grand father exclusion subject to hull and/or engine year model.
As the Global Warming Hysteria builds, Don't be surprised if every internal combustion engine becomes a target. Add to that the support from the left and be prepared for toys belonging to the "well off" getting extra attention and subjected to even more ridiculous threshold levels than say a Prius.
The time to act is now as it will be many years before these people admit that sun activity and geothermal activity as the real source of the warming. Then again this is all about instituting Marxism anyway, right?
