Anywhere north from Dubuque up is a good choice if you want to cruise the river. The further north you go the more anmenities and things to go and see there are. Bluffs line the river for the most part from there north.
Be sure to stop in Wack's Bar in Glenn Haven Ws on a Saturday if you go. It's a trip and if it's hot beware....
