It's obviously staged, the timing for the take-off is perfect. Looks to be filmed out west- Lake Powell?
Touch-downs like this are common for fire-fighting water bombers picking up another load. This one is a PBY Catalina

I have a picture of my dad water skiing behind a Canadian airforce PBY Catalina err, "Canso." It was after the war, lots of planes around, and they used to take "test" runs up to a nice stretch of coastal waters, fish, waterski and swim off the planes!!!

One time as a guy was fishing off the top wing, the pilot fired up and taxied at high speed, with the guy hanging on for dear life, all his fishing gear blown off into the water.

Thanks for the clip, I will send it to my pops. Ha ha!
