So, what are the details on this? What was actually signed in?

This was a pretty hot topic, and it affects all boaters.
I would expect more people to chime in on the details of this.

This is how I understand it:

The "Federal Water Pollution Controll Act" was created to stop foreign ships from dumping ballast water into US ports and Lakes to stop bringing in plants and animals that would have serious effect on the local marine habitat.

Somehow, recreational boaters were at the risk of having to pay hefty fines/taxes/fees/whatever (money) because our exhaust, bilges, and holding tanks "discharge" water. I think we were all going to have to get some sort of permit which, again from what I understand, would have killed recreational boating, period.
