Could someone educate me regarding what a pad boom v-hull is and how it's supposed improve a conventional v-hull ?

Ed,

A pad is a flattened keel toward the stern of a Vee. This flat spot or will extend forward varying lengths depending on the particular builders design. The thought process behind this hydrodynamic device is to generate stern lift, thereby reducing wetted surface area and increasing speed.

Look at the pre 91 fountains they used a pad bottom. thoght it would do the same as a step bottom, less wetted surface area.

Good picture GottaHaveIt. You know the old saying "A picture is worth a thousand words".

So once the hull is on plane the pad provides a flat surface vs. no deadrise yes/no ?

Nothing supports load like horizontal surfaces on a Hull IE: Lift strakes and Flat areas (pads) this is where the confusion seems to begin the width and the dead rise of these elements.
Ask yourself is it not better to have lift at the point where maximum pressure Occurs like the Keel?? And enable the boat to run a little higher, as less wetted surface equals speed in most cases, not all. As There are some horrible ideas out there...In
Closing whatever the dynamic effect the Designer/Engineer has painstaking incorporated into the finial Shape remember these must be with the design load in in place ..
