Actually, not really? There are definitely some nice ones with your requirements, but not many builders make/made a 28 & under with twins:
28 Pantera
28 Apache - used
28 Cigarette - used
272-LS Formula -used
I "think" Scarab built one for awhile, which would be a used boat obviously.
A 29 Fountain might work for your slip size requirement. Again, used.
A 290 Baja might fit as well
Does Sunsation make a twin engine 27 or 28?
Outerlimits in coming out with a 28 I believe, if that's something that would fit your needs & budget, assuming you have one?

Check out the Laveycraft 29' or 32' NuEra.
Both of them are big spacious boats and handle very good in rough water.
The 29 will run mid 80's with twin Merc 496ho's and the 32 will run high 70's to low 80's with twin 496ho's....
The 32 pictured here is for sale, ready to go just pick your power.

Eliminator Open Bow Single?
We currently have a Baja 232 Islander and we are ready to step up a bit. What we would like in our next boat:
Must fit in 28’ slip
Must be smooth on rough water
Twins
80 plus mph
Must seat 4-6 easily room for the family
Low swim platform
dependable
I know there will be a lot of choices just looking for some direction to start. Thanks for the help in advance.

You mentioned room for the family. I had narrowed down the list of 28's to the AT Savage 28.
Lots of deep freeboard
ENCLOSED HEAD
Large cabin
Single 525.
I haven't been in one yet, but "they all" tell me it has a great ride. The single dependable 525 and enclosed head were my two mandatory things in any next boat.

True 28 though, so w/ swim platform will push outside of a 28 slip, as would the Pantera, Active, and anything else that's a real 28.
A Donzi 28 ZX could be a perfect fit for what you're looking for, but I don't believe they are the best rough water ride. Twin SBC's, not sure if big blocks are a requirement.
When you say good ride in the rough in 28 or under, I think Pantera, Powerplay, Active Thunder, Saber.
Any reason to specifically require twins?
