Someone in AZ sold one on Ebay, claiming it a new 2012 model, and says they're looking to start production:

Every one I have ever seen run porpoised badly and stood on it transom trying to get on plane.

Are you sure you aren't thinking about the Baja(Scat Cat) version?
I know from experiance that they were junk but never heard the Cougars were bad.
