I wouldn't follow this law unless its passed by the federal or state legislature, period. Not sure I would even follow it if the feds passed it.

here in GA there is a law on the rivers that if you are in a canoe (or other such small boat) you have to wear a life jacket. if you are swimming or walking in the river you dont need anything. basically if you are in a canoe and see an officer you can jump out of the boat and float in the water next to it and be perfectly legal. never seem to understand the logic of the people who come up with some of these laws

By far, the largest number of boat deaths each year is from people who drown after falling off of small (really small) boats.
