Probably one of the biggest reasons the organizations would not come together.
How would you merge a PAID STAFF with a VOLUNTEER STAFF ???
If the PAID STAFF was asked to help out by working as VOLUNTEERS and give up their pay check, what do you think the response would be ?
This is my assumption that the organizations are still being run as they have in the past.
Personally, I haven't been keeping up with what has been happening in the Offshore World Politics.
Only reason I knew there was an OSS Race coming up was because I was asked to submit an image for the Race Program.
BTW, Can someone scan a copy of the program so I can see how it turned out ?

When the property you are to use for your upcoming race is to close on a real estate deal the weekend of your event, it is certain changes would need to be made. I don't see how that can be any organizations fault for rescheduling the event to another time . Just a thought !

Interesting comment. The OSS race in Biloxi in past years has had: 2007-23 boats, 2008-22 boats, 2009-25 boats, and 2010-26 boats. Pretty consistant for the last 4 years considering the economy. What's interesting to me is that there was a World Finals on the Gulf Coast last year that had 23 boats in attendance (3 less than last years OSS race in Biloxi).
I don't know what Biloxi's boat count expectations were but I doubt it was 9 boats.

23 is far better than 9 with with 6 being scored. My point as a former site promoter, is the Org must provide a show. These cities bust their azz to raise the funds for an event. They make promises to the people that they live with every day and then are slapped in the face. OSS should have done a much better job of securing their teams or gracefully backed away from the site. Why burn a great city/site for the future?

Then why posses illegal equipment or even have it on the boat for that matter?

The boat also would have been illegal in Saturdays race.
The boat had no rev limit.
They can't even follow the rules for the POWERBOAT P1 series they are going to be the starring in.
ii. SVS boats:
- Forced induction Diesel – 9,500 cc (= 580c.i.);
- Forced induction Gasoline – NOT PERMITTED;
- Normally aspirated Gasoline – 8,400 cc (= 512c.i.); Maximum 5800 RPM as
measured from the flywheel and verified by the Torque Sensor or approved alternative
method identified in T.8
- Maximum individual engine horse power shall not exceed 570HP. This shall be the horse
power during racing calculated from the output of the torque measurement device. See T.8.d.
