Can these tips be cleaned up and if so what can I use? They are not pitted. Or do I just buy some new ones?

Use a green scott pad with a high grade acid glove, if you get all the junk off, then I would use Leverage metal polish with a buffer, it will be a lot of work if you want them perfect, it just depends on you, it might be worth it just to buy new ones.

muriatic acid and some hoosier polish will help some what ,but way easier to pick up a few new ones ..

don't use a scotch bright pad as it will scratch it badly. Ok here it is ancient chinese secret, Lime away. Get it at any grocery store and put it on and be amazed. You wont even need to use any elbow grease the calcium water spots will just fall of to a shiny chrome original finish...
