You can pick up used hydraulic steering and be done with it. The 97 was for sale for over a year at the wrong brokerage. It's at the right place now with the right price tag. Boat is in great shape and has fresh power.

It needs a lot more than just hyd steering to be worth the asking price, about 20k just in updates.
