So cost aside, there's really no hands down winner?? I do agree that they don't have to be marine cause I never hose the interior of my boat...

I have all kicker non marine subs, 6.5 components, 6x9's & 4.5's have hosed the interior down numerous times & have had ZERO issues in the past 3 years w/ them.

I have Memphis and like them, great bang for the buck. However if looking for the "best" I'm sure there are higher quality available that will also cost considerably more.

Wetsounds or DC would I'm sure be great. If Hertz makes anything big they would be awesome I'm sure, I have some 6.5's on my bike that kick ass.

JL is basically always good quality, but never the best value for their price.

DC are made in US according to their site, not sure if any others would be (Hertz are Italian).

How big are the cut out holes that you have now???? I would not make them larger than the size of the JL 7.7's or DCG 7's. A larger speaker does not mean it will sound better.
