IMO, anywhere on. or near, the Gulf of Mexico from Port Isabel,Texas to Key West, Florida enjoys the best weather of all the states except for perhaps San Diego. CA and Hawaii.
The beaches and water color are much prettier east of the Mississippi river and south of Matagorda, TX
The cost of living will vary but I'll bet almost all are a little bit more affordable than where your currently at.
I'd suggest looking for a place with nice sized inland bay or brackish lake near a metroplex.

Houston's economy has been rocking and looks like it will continue. For the Boating life I would recommend checking out Clear Lake on the south side.
It's not Florida beautiful but it is warm, the people are friendly and opportunity abounds.
