Are you sure your tach is set for 6 cylinders?

That's what I was thinking....

If the boat comes up on plane good and just doesnt rev check the back of the tach there are 3 settings for 4,6,8 cylinders.

Funny you mention the tach, that was going to be my next thing to look into. I will look at that setting(I also have a brand new tach laying around and will try that also). Right now when Im at 3/4 throttle im at 4800(I dont know what my max is at full throttle because I was afraid of over reeving it). But from some of the other posts here it almost seems like a 23 pitch prop should not even really work that good with the 4.3. As of now I can get on plane fine and at 4800 rpm I can do about 40(gps) with one person.

Using the information you provided, 23p 4800RPM 40MPH your slip calculation comes out to 30% which is really high. The bent blade on your prop may be giving you more of a problem than you think. In other words you are just spinning the prop and not going forwards. I would try a different prop just to see what the boat and motor will do.

Many moons ago, my old 19 ft Baja with a 4.3OMC 175HP could only spin a 19P to about 4600-4800RPM for a speed of about 42-44MPH. I am guessing the boat was about the same weight as yours 2000-2500lbs.

Thanks for all the help everyone! Is there anywhere I can get a prop as a "trial", basically like a rental. I haven't seen anything like that but it would be nice if there was. Also as far as the tach, I know my idle rpms are perfect and in spec. If that tach was set to the incorrect setting would it be possible for the idle rpms to be fine but then as the engine rpms increase then thats when things go out of whack?
