Trying To Download Explorer 6.0 And Need Help

WHEN I HIT DOWNLOAD FOR ANY PROGRAM A BLANK SCREEN COMES UP WITH A LITTLE ICON THAT SAYS VIEWER NOT AVAIL PLEASE GO TO ACTIVE X CONTROLS WEBPAGE TO FIND IT.

I CANT FIND IT I GUESS I AM MISSING SOMETHING BECAUSE I CANT DOWNLOAD S$%T
