BUSINESS FOR STRIP CLUBS OUTSIDE VEGAS JUST GOT WORSE
Exotic dancers and strip club supporters are up in arms over a new ordinance restricting lap dances and barring customers from stuffing bills in g-strings at clubs outside Las Vegas.
"It's the image of Vegas," strip club customer Tony Anziano, 25, said the same day the Clark County Commission voted 5-1 to adopt lap dance restrictions. "Now they're trying to make it like it's some sort of Disneyland."
"The general reaction I've gotten about it is, 'Who cares?' " County Commissioner Mary Kincaid-Chauncey said. "I thought people would be out there marching and saying, 'Get rid of these pornographic places,' but the letters and comments I'm getting are people saying they think the government has no place dictating people's morals."
Kincaid-Chauncey said that while grocery shopping Sunday, she was stopped by several constituents who said commissioners should concentrate on more weighty matters.
"People are saying, 'It's Vegas, for heaven's sake! Why don't you guys worry more about crime in my neighborhood and less about what people are doing in strip clubs?' I don't think the public wants this ordinance."
Lap dances are illegal in Clark County, but the law is so vague that it's rarely enforced in the clubs in the county outside Las Vegas. Things are looser in Las Vegas itself. Lap dances are permitted in six clubs in the city, and tips may be slipped into g-strings -- though fondling is off-limits. The new county rules will not apply within Las Vegas. Current laws require that dancers be at least 18 years old. They also demand that dancers remain on a raised stage while performing topless, a provision that is widely ignored.
The new rules would require that private rooms in strip clubs be unlocked and visible to vice officers, and that dancers under 21 years old be barred from clubs that serve alcohol.
An 18-month undercover police investigation had found lap dancing led to simulated sex acts, "excessive grinding" and, in some cases, prostitution. County Commissioner Yvonne Atkinson Gates wanted to change that, so she proposed banning dancers and customers from touching each other's buttocks, genitals or breasts during lap dances.
As of September 1, lap dances will be legal, but dancers won't be able to touch or sit on the customer's genital area. They are allowed to touch and dance on a customer's legs. Stuffing dollar bills in g-strings will be prohibited.
Most people attending the commission's meeting were displeased with the new rules.
"You're confusing sex with titillation," Dr. Jeffrey Arenswald told the commission. "You have some repressed sexual ideas."
At that, Gates banged her gavel.
"I'm not doing this because of my sexual anything," Gates said. "I'm doing this because I think it's right."
Commission members viewed two surveillance tapes of racy undercover activity at strip clubs before voting.

"Today the Las Vegas Metro Police Dept. announced they will be giving the medal of appreciation to a Norton Alderson for his great work in the under cover project titled "operation rub me raw". Alderson is credited for going "deep" under cover (s) for over 18 months in an intensive surveilence of local vegas strip clubs. Alderson was in charge of reporting to local law enforcement various lude acts the female (and male) employees ingaged in with him. Alderson showed play-by-play video footage of these acts before the board of supervisors panel at the "***** cat theatre" off of flamingo dr. in Las Vegas. Officer Smith of the LVMPD had to say this about Alderson's couragious work......Nort is a hard worker. Theres not to many guys that can go into various strip clubs night after night for such long hours and report back in such great detail after drinking an un-countable number of Grey Goose's. The serveilance tapes were full of such good information that I had to take it home and preview it in private to have ALL the information in hand."
When questioned about this operation in a phone interview Alderson told the Vegas Daily News he is just commited to upholding the overall values of such a great city and that is why he spent thousands upon thousands of his own dollars in this effort. Alderson refused to comment on why he was seen visting several strip clubs in the South Beach area a few weeks ago and leaving in the extreme ealy hours stumbling with his pants around his ankles yelling, "Yea, call me, I'll take you all out on the Formula and we'll do that feed the kitty thing again."
