I don't see where changing from the 4th would benefit them at all, unless they're looking for extra snowbirds complaining about parties and loud noise.

The advantage would be its a 10 day event instead of 2-3 . The revenue for the city would be a huge differance, as far as economic impact. Ever city that want the race wants it for the same reason it all about the money nothing more nothing less, small investment for a huge return.
